Strengthening Financial Management Capacity Through Supportive Supervision Under the GAVI FPP Project

On Thursday, May 28, 2026, PROVARESSC organized a financial supportive supervision session at the offices of Value Health Africa in Kotto as part of the implementation of the GAVI FPP project.

The activity aimed to strengthen the administrative and financial management capacities of the District Civil Society Organization (DCSO) involved in project implementation. The session provided an opportunity for participants to improve their understanding of financial compliance procedures, reporting standards, and operational accountability mechanisms.

During the supervision, several key areas were discussed, including:

  • improving the structure and quality of financial reports;
  • procedures for requesting, utilizing, and justifying administrative and operational funds;
  • management of payment requests and outstanding balances;
  • budget planning and financial activity tracking;
  • and the use of financial management tools and procedural manuals.

Special emphasis was placed on the financial procedures manual, which outlines the methodology for expense justification and the process for initiating payment requests. Participants were encouraged to print and regularly consult the manual to ensure full compliance with the project’s financial and administrative procedures.

The discussions also highlighted operational challenges faced during project implementation. Key concerns raised included delays in activity execution, overlapping schedules with district health calendars, logistical constraints related to photocopying and documentation, and the motivation of Community Health Workers (CHWs) and facilitators involved in educational outreach activities.

At the end of the session, several recommendations were made to improve project performance and financial accountability. These included strengthening adherence to established procedures, improving the timely submission of supporting documents, enhancing activity planning, and reinforcing coordination among stakeholders.

The supervision took place in a collaborative and constructive atmosphere, allowing participants to exchange experiences and build practical skills for better financial governance and effective implementation of GAVI FPP activities.
